Bank robberies and carjackings terrorized communities in the Pacific Northwest. A lone FBI agent believes the crimes were not the work of financially motivated criminals, but a group of dangerous domestic terrorists. Hoult told reporters how he and Law, the film's antagonists, did not speak or interact with each other for the first four weeks of filming, trying to distance themselves from each other.
